Sumario: There is a worldwide phenomenon of increasing of life expectancy and falling in fertility rate, promoting the aging of the population and, consequently, the need of Public Policies to adapt their services for greater reach and quality for this population. The PNPS points to intersectoriality as an institutional element and as a form of management that enhances health services, in addition to the literature pointing to social participation (one of the elements of intersectoriality) as a factor of protection and promotion of active life for the elderly. The research methodology used qualitative techniques proposed by Richardson (1999): documentary analysis, guided interview and semi-structured questionnaires. As analysis technique, we used the content analysis of Bardin (2009). As a result, the SOE, which is one of the arms of SUS in health promotion strategy, should also be working on PNPS logic, incorporating intersectoriality in its actions. However, the research pointed to incipient intersectorial relationships, despite being a program that tries to align the current trends of health promotion. Within the models of political analysis of Dye (2005) we have the beginning of the SOE classified as the elite model and currently acting as the incremental model, which are variations on the past, applying small improvements in already consolidated policies, to avoid political friction and big spendings on new or major reformulations. It is concluded that SOE, despite being a important Public Policy and a national reference, still has incipient intersectorial relations, classified as horizontal governmental articulations, which is an embryonic intersectoriality, opening the way for the construction of a Public Policy with more spread and quality. The management pointed out the importance of intersectoriality, but found that one limitation may be the failure to train professionals. The population, despite the high economic profile and the good level of education, presented lack of knowledge about the intersectoral theme.
